Recruitment agencies (RA) registered with Ministry of External Affairs (MEA), Government of India (GoI) have an effective footprint on the landscape of overseas employment. Targeted-Skilling as a critical element, the Recruitment agencies discharge role of a nodal point in connecting prospective migrants to realise overseas employment. On February 19, 2025, in a meeting with RAs under the chairmanship of Chief Secretary, Government of Uttar Pradesh, various issues pertaining to (a) employability potentials, (b) status of scouting & mobilization of prospective employees/ workers for overseas employment, and (c) statutory clearances etc. were discussed. The RAs expressed their intent and necessity of being recognised by the State Government and their profiles readily available to Government of Uttar Pradesh for ready & seamless facilitation across the points of engagement with State apparatus.
Employability is a critical and dynamic issue that impacts the public psyche across the spectrums of developed, developing and under developed states _ within a country or globally. As a monolithic, the issue of employability has stayed along political debates, in democracies or other forms of governance, for more than last 5-6 decades and has dominated public policy.
While GoUP envisions an engagement with RAs, more as a State counterpart of the MEA-led initiative, also in conscious consideration of immense potential that the State is on a journey of larger economic transformation, it perceives Zero Poverty Abhiyan to significantly benefit from such an engagement. Recognise the RAs engaged in targeted skilling and overseas employment placement in Uttar Pradesh, duly inform relevant State Apparatus that interface with RAs to meet procedural and statutory compliances;

Accomplish employment requirement mapping to be supported by, to start with RAs, and in course various state & non-state entities within and outside India;

Register skilled employment seekers, help the RAs in mobilization of employable persons for a range trades as sought by various employment markets/ destination (evolve a supply map), and finally,

Take a host of reciprocal supportive measures to aid and facilitate seamless functioning of the RAs thereby registering optimum performance, especially in areas of untapped employability potentials overseas.
